Overview
Job Summary The Health System Advisor will serve as Ipas’s focal person in the specified zones of Oromia /Central Ethiopia/Amhara regions. Based in the premises of the regional health bureaus, the incumbents will coordinate Ipas’s work in the region by closely working with partner organizations to expedite project implementation. S/he is expected to work closely with the staff of the regional health bureau and create a positive working environment in discharging her/his responsibilities. DUTIES AND RESPONSIBILITES • Plan, coordinate and implement Training and Service Delivery Improvement (TSDI) activities in the specified zones of Oromia /Central Ethiopia/Amhara • Identify training and service delivery improvement needs and ensure conduct of training for service delivery improvement in comprehensive abortion care (CAC), Comprehensive Contraceptive (CC) and post abortion Family Planning(PAFP) in supported facilities; • Provide technical, and program support to the Oromia /Central Ethiopia/Amhara regional health bureaus and supported facilities in providing access to quality CAC, CC and PAFP services; • Initiate and implement sustainable quality improvement measures in facilities providing CAC, CC and PAFP services; • In collaboration with relevant other personnel, ensure that medical equipment, drugs, commodities and necessary supplies are provided/available at supported health facilities; • Based on experiences from the field, suggest innovative ways of improving TSDI interventions for CAC, CC and PAFP services; • Closely follow up and support regional training centers as part of the effort to building regional self-sufficiency in training health providers • Work with health professional training institutions to assist integration of comprehensive abortion care and long term contraceptive methods in their trainings • Support community level work on CAC, CC and PAFP including health extension program and its linkage to supported facilities and access to services • Provide joint monitoring and supportive supervision to the health system, supported facilities and ensure provision of high quality CAC, CC and PAFP services and increased utilization of services; • Maintain database of trained providers and ensure follow-up and support system; • Collect, analyze/ review and share quarterly service statistics; • Submit progress reports to country office, and regional health bureau; • Document and disseminate regional best practices and lessons learnt; • Undertake other related assignments as needed Job Requirement • Education: BSC in health • Experience: • a minimum of 3+years work experience • Relevant experience in health program management • Grade: S1 Skills Required • Good grasp of the national policies and strategies pertaining to reproductive health • Demonstrated team player with cross-cultural/language skills • Good interpersonal communication skills • A good command of written and spoken Oromiffa (for Oromia region), Amharic ( for Amhara and Central Ethiopia) and English Language. • Willing and able to travel • Established positive rapport with the management of the respective regional health bureaus is a plus. • Demonstrated skill and experience on information communication technologies (ICT) and other audio visual materials is an asset.
